Job Description
DUTIES AND RESPONSIBILITIES OF THE ADMINISTRATOR:
1. Administer the facility in accordance with regulations, established policies, program description, and budget.
2. Responsible for the recruitment, selection, hiring, and orientation of qualified staff.
3. Develop plans and procedures to ensure clear definitions of responsibilities of staff, equitable workloads, and adequate supervision of all clients and staff.
4. Develop a training program for new and ongoing staff, monitor staff job performance, and terminate staff that cannot comply with work requirements.
5. Responsible for the screening, admission, and discharge of clients, including interviewing the prospective client, family/authorized representative, as needed.
6. Responsible for acknowledging deficiencies and accepting Plans of Correction. As well as the correction and follow-up of deficiencies.
7. Responsible for assuring 24-hour coverage in the facility each day.
8. Shall be scheduled to be at the facility for a minimum of 40 hours each week.
When the Administrator is absent from the facility there shall be coverage by a designated, qualified substitute.
9. Provide administrative supervision of services to the clients with regard for individual physical and mental needs, including those identified in the pre-admission appraisal, ensuring any needed provisions are made for clients with disabilities, including visual or auditory deficits.
10. Ensure the provision of an appropriate activity schedule, including community day programs, as needed, as well as arranging for or providing transportation.
11. Ensure that fire drills are conducted at least once every 6 months.
12. Meet with the client, their families, and the licensing agency, as needed, for a timely response to incidents and complaints.
13. Identify and correct any situations that present a potential or immediate threat to the health and safety of the clients.
14. Must ensure that all required documentation is posted in accordance with regulatory standards.
15. Must have knowledge of reporting requirements per Soc 341A and must have
the ability to train staff regarding these requirements and the completion of form SOC 341.
16. Exceptional Interpersonal Communication skills, fostering positive relationships with residents, families, and staff.
17. Proficient in conflict resolution techniques, adept at de-escalating tense situations and promoting peaceful resolutions.
18. Demonstrate Crisis Management skills, able to remain calm and effective under pressure, ensuring the safety and well-being of residents and staff.
19. Strong Organizational skills, capable of efficiently managing administrative tasks, scheduling, and facility operations / deadlines.
20. Proficient in obtaining and respecting informed consent / refusal from residents or their legal representatives, ensuring that their rights and preferences are upheld in all decision-making processes
MINIMUM QUALIFICATIONS OF THE ADMINISTRATOR:
1. Attainment of at least 21 years of age, as verified by a current driver’s license
or other government issued, photo ID.
2. High School diploma or GED.
3. Knowledge of the requirements for providing the type of care and
supervision needed by clients, including the ability to communicate with
them.
4. Knowledge of and ability to comply with applicable laws and regulations. (Title 22)
5. Ability to maintain or supervise the maintenance of financial and other
records.
6. Ability to direct the work of others, when applicable.
7. Ability to establish the facility's policy, program and budget.
8. Ability to recruit, employ, train, and evaluate staff, and to terminate
employment when necessary.
9. Must complete forty (40) hours of approved Continuing Education Units (CEU’s) every two
(2) years to maintain the ARF Administrator certification.
10. Completion of approved training on HIV and TB within 6 months of
becoming Administrator, which shall be updated every two (2) years
thereafter.
11. Shall complete an employment application using form LIC 501 and the
following:
• Copy of driver's license, or other photo ID.
• Copies of required educational and training certificates.
• Criminal Record Statement (LIC 508).
• Statement Acknowledging Requirement To Report Suspected Abuse
Of Dependent Adults And Elders (SOC 341A).
• Viewing of “Your Legal Duty – Reporting Elder and Dependent Adult
Abuse” video and completing related curriculum within 60 days of the
date-of-hire, as required.
12. Shall be in good health as verified by a health screening, including a negative
tuberculosis test, and shall be physically and mentally capable of performing
assigned tasks.
13. Shall submit fingerprints and pass a criminal record clearance before
employment begins.
14. Shall have training and/or experience providing supervision, care and
training to clients with similar needs, including the elderly and mentally
disabled.
15. Must be able to communicate in English.
