Job Summary:

The Administrator is responsible for the day-to-day operation, administration, and management of a licensed Adult Residential Facility (ARF), ensuring compliance with Community Care Licensing (CCL), Title 22 regulations, and applicable Regional Center standards. The Administrator oversees staff, resident care, regulatory compliance, and the overall quality of services provided to adults with developmental disabilities.


Essential Duties and Responsibilities:

  • Ensure the facility operates in compliance with Title 22, Title 17, and all applicable laws and regulations
  • Supervise direct care staff and ensure adequate staffing coverage at all times
  • Oversee the admission and intake process in coordination with the Regional Center
  • Ensure development and implementation of Individual Program Plans (IPPs) and Individual Service Plans (ISPs)
  • Manage medication procedures and ensure accurate documentation and storage
  • Maintain facility records, staff training logs, client files, and incident reports
  • Serve as the primary contact for Community Care Licensing, Regional Center, families, and other stakeholders
  • Monitor and ensure completion of required staff training, including DSP, First Aid/CPR, and in-service topics
  • Conduct staff performance evaluations and provide coaching and disciplinary action as necessary
  • Coordinate facility maintenance and ensure a safe and clean living environment
  • Manage petty cash, budget expenses, and submit monthly billing documents to Regional Center or funding sources
  • Respond promptly to resident needs, medical emergencies, and behavioral incidents
  • Conduct regular facility audits and internal reviews to maintain compliance
  • Attend mandated Administrator recertification training as required (ARF 40-hour every 2 years)

Qualifications:

  • Must be at least 21 years of age
  • Valid Adult Residential Facility Administrator Certificate from CCLD
  • High school diploma or GED (Bachelor’s degree in Human Services or related field preferred)
  • Minimum of two years of experience in a licensed residential care facility
  • Fingerprint clearance (DOJ/FBI/Child Abuse Index)
  • Health screening and negative TB test
  • Valid California Driver’s License and reliable transportation

Knowledge, Skills & Abilities:

  • Strong knowledge of Title 22, Title 17, and DDS/Regional Center systems
  • Leadership and management experience
  • Strong written and verbal communication skills
  • Problem-solving, crisis management, and conflict resolution skills
  • Ability to work collaboratively with a multidisciplinary team
  • Organizational and time management skills
  • Basic computer skills (Microsoft Word, Excel, and electronic record systems)

Working Conditions:

  • On-call availability for emergencies
  • Requires occasional weekend and evening hours
  • May involve transporting clients and participating in off-site activities
