SALARY: $90,000-$110,000
JOB SUMMARY
Under administrative direction, the Director of Residential services (D-RS) directs the administrative oversight of day-to-day facility operations, in accordance with CCLD Title 22 RCFE and ARF regulations. The D-RS will effectively lead ongoing functions of the Residential Service line, including management, direction, and support of all responsibilities and tasks necessary to ensure stated business goals are achieved or surpassed. Utilizing strong operational leadership, this role oversees residential care services, ensure safety of staff and residents; and supports the proactive review and implementation of departmental policies, procedures, and protocols. The incumbent will perform a wide variety of leadership duties and responsibilities involving daily operations, management of personnel, policies, and procedures by supporting existing partnerships and relationship with all levels of internal staff. The Director of Residential Services communicates Ever Well’s mission and sets the tone of the facility expectations for staff to resident, staff to staff, and resident to resident relationships. The Director of Residential Services is expected to promote a therapeutic healing enclave atmosphere, where residents and staff are treated with understanding, patience, and dignity always. The D-RS will collaborate with senior executives, peers as well as other service lines to ensure Ever Well’s residential services promote the overall best welfare, health, and wellness of our residents, employees, and key stakeholders.
SUMMARY OF DUTIES AND RESPONSIBILITIES
“What You Will Do"
- Participate in the recruiting of new Administrators; ensure provision of initial orientation, onboarding, and ongoing staff career growth; conduct performance evaluations and disciplinary actions in conjunction with Employee Care & Wellness as required; and assist in the coordination and the deployment of staff consistent with program needs. Maintain confidentiality of personnel issues and records.
- Monitor service delivery success according to stated key performance indicators (KPIs) using established data collection systems including DCS Dailies and Administrator Weeklies. Prepare summary reports for timely review by senior executives to support program compliance and ensure organizational goals are responsive and consistent with emerging resident needs and regulations.
- Oversee the Residential Services Service Line, supervising the day-to-day functions of Administrators, Assistant Administrators, and on-site designees. This includes management of day-to-day work efforts, directly or through subordinates, to achieve the company’s stated overall targeted daily census, desired customer (payor) mix, and specific facility goals/outcomes. Provide leadership and actively manage the average daily census and planned occupancy goals for each facility individually and across regions.
- Preserve an employee-oriented company culture that emphasizes innovation, patient care quality, continuous improvement, and high performance. Maintain effective delegation of responsibilities to subordinates, ensuring activities are not upwardly delegated. Sustain top level confidentiality and ensure the safety of all service line staff. Provide leadership and work to develop and retain highly competent staff through selection, compensation, training, and management practices, which support the facility’s mission and values.
- Ensure oversight through Quality Assurance reviews, regular site visits, and completion of appropriate reports. Audit facility files as specified by California Code of Regulations (CCR), Title 22. Respond to reasonable requests from state entities to advance the company mission. Seek consultation as needed related to substantive, organizational, technical, fiscal, and administrative information about the agency. Ensure consistent messaging in furtherance of overall stated business goals. Generate draft plans of correction related to previously identified or anticipated areas of operational risk. Serves as key point of contact for all facility repairs, using written protocols.
- Represent the Residential Service Line in senior level management meetings and ad hoc internal committees related to development, scheduling, implementation and monitoring of services, programs and projects that cross multiple service lines throughout the agency and its affiliates. Develop and participate in the On-Duty-Designee Schedule as well as manage the work schedules for multiple locations for seamless 24/7 staffing. Function as Administrator back-up when needed.
- Engage residential services staff to develop within their current scope of practice and proactively encourage staff in pursuit of professional development opportunities. Provide appropriate coaching and supervision to direct care services as assigned and within scope.
- Work in collaboration with other service line directors to ensure all staff follow company policies and procedures and always remain in compliance with CCL regulation and standards.
- Seek consultation as needed related to substantive service approaches and administrative information. Monitor and provide feedback on the utilization of service line discretionary and budgeted resources for residential services to meet resident needs. This includes collaboration on specific processes and communication channels related to resident funds and purchases as well as planned activities and scheduled holidays, events, specials, and outings.
- Use outcomes, KPIs and appropriate consultation to support residential, therapeutic, recovery, behavioral and medication staff. Take responsibility by anticipating and/or recognizing possible changes in a resident’s condition, and when necessary, respond to resident crises and/or unusual incidents. Complete required regulatory documentation, initiate, and/or resident care plans. Follow up timely using established systems and seek appropriate consultation only when necessary.
- Oversee the Unusual Incident Reporting (UIR) process using established collaborative system and form (LIC624). This includes reviewing and signing each UIR within 72 hours. This relies on responding and coordinating revisions from Administrators as needed and ensuring UIRs are submitted within the regulatory reporting period of 10 days.
- Participate in development of the annual Residential service line budget, including analysis and estimates of expenditures and revenue; review of regional requests and facility sub-budgets; make recommendations on changes to staffing and personnel. Develop the management plan, procedures, and protocols to define lines of responsibility, workloads, and staff supervision levels. After consultation with COO and the rest of the C-Suite, co-present final budget for board approval.
- Use established Ever Well systems to coordinate and communicate regarding resident care with facility staff, resident case managers, conservator, family members, etc., as appropriate. Ensure consistent messaging and communication both directly and through indirect reports to residents, staff, and key stakeholders, which always furthers the agency mission and program goals.
- Understand and perform duties as a mandated abuse reporter. Performs other duties as assigned.
Requirements
REQUIREMENTS - EDUCATION & SKILLS
- Master’s degree in healthcare management, public administration, business or equivalent (high-level experience can be substituted at 2:1 for achieved degree); Related Master’s Degree and/or certification in mental health leadership preferred.
- Prior administrative, fiscal and/or health and/or residential service delivery experience of at least 15 years, of which at least 6 years must be in the public-funded health or social services industry (ARF, RCFE, SNF, etc.).
- A minimum of 15 years of general supervisory experience, of which 6 years in the social and community services field required.
- Demonstrated previous work experience at a facility licensed by the Department of Social Services California Community Care Licensing Program (CCL).
- Has experience with exercising good judgment and acts calmly in emergency situations

REQUIRED - CERTIFICATES AND LICENSES
- Valid California driver’s license, DMV pull program current automobile insurance, and a good driving record.
- RCFE or ARF Certification
REQUIREMENTS - PHYSICAL
- Walking, Sitting, Pinching and Finger Flexion, and Visual/Auditory Acuity are required constantly (over 2/3 of the workday);
- Lifting, Carrying, Pushing, Pulling, Bending, Stooping, Crouching, Kneeling and Twisting are required occasionally (under 1/3 of the workday).
- Balancing, Climbing and Crawling are generally not required.
