THE CALIFORNIA CHILDREN'S RESIDENTIAL PROGRAM SAN JOSE REGIONAL OFFICE IS RECRUITING FOR A LICENSING PROGRAM MANAGER I (LPM I). THIS POSITION IS LOCATED IN SANTA CLARA, CA.
Under the supervision of a Licensing Program Manager II (LPM II), the LPM I is responsible for monitoring and supervising the activities of a unit of Licensing Program Analysts and performs quality assurance reviews, plans and conducts individual and group training, reviews complaint investigations, provides technical and supervisory direction in the office and the field, reviews monthly intake and production reports. The LPM I may act as the Division representative with other agencies, recruit and hire new staff, meet with facility representatives, recommend administrative actions against noncompliance licensees. The LPM I supports the office in maintaining the Community Care Licensing Division (CCLD) Policies and Procedures. The LPM I is directly supervised by the Regional Manager (LPM II). The LPM I reviews problem cases with the Regional Manager, receives consultation on sensitive issues, and receives general direction on district goals and priorities.
The LPM I will provide essential supervisory support and guidance to staff who will provide oversight of, and assist in ensuring the judicious use of, manual restraints and seclusions through Senate Bill (SB) 1043. SB 1043 creates the Accountability in Children’s Treatment Act, which enacts provisions related to incidents of seclusion or restraints of children in short-term residential therapeutic programs (STRTP) and requires the Department to increase transparency of actions STRTPs take when restraining a child and inform its emergency intervention policies to improve health and safety outcomes of children in out-of-home care. The LPM I will provide oversight and direction to specialized LPAs who review and prepare written summaries of incidents involving manual restraints for publication, provide statistical analysis and create reports to ensure the accuracy of the information published by the Department.

Working Conditions
Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.
