Position Summary
The STRTP Administrator is responsible for the 24-hour operational oversight of the THYH residential program, including supervision of all staff, regulatory compliance, trauma-informed care, admissions: Intake/Discharge support, coordination of SMHS, resident needs and services, incident management, and quality assurance.
This role works closely with the Executive Director, Social Worker, Facility Managers, and Behavioral Health Technicians to ensure the program maintains standards and compliance with ILS, Title 22, and CCR regulations for STRTP. Maintain agency policies and procedures.
The Administrator must demonstrate strong leadership, professionalism, crisis management skills, and the ability to maintain a therapeutic and structured environment for youth and staff.
Essential Responsibilities
Program & Operational Oversight:
Oversee the daily operations of the STRTP program and residential facility
Supervise Facility Managers and Behavioral Health Technicians
Manage personnel files and trainings
Ensure youth receive appropriate supervision, behavioral support, and trauma-informed care
Maintain a safe, structured, and therapeutic residential environment
Monitor staff performance, accountability, professionalism, and adherence to policies
Ensure proper staffing ratios and coverage requirements are maintained at all times
Additional Administrative Duties as assigned
Compliance & Licensing
Ensure compliance with STRTP regulations, Title 22 requirements, State and county regulations
Train staff, review, and oversee Special Incident Reports (SIRs)
Ensure confidentiality and documentation standards are maintained (HIPPA)
Monitor employee credentials, certifications, and training compliance
Staff Leadership & Training
Supervise, coach, and support residential staff
Conduct staff supervision and performance evaluations
Assist with hiring, onboarding, and staff development
Coordinate and implement staff training plans
Ensure staff are trained in trauma-informed care and Pro-ACT/CPI crisis intervention
Promote a positive, professional, and collaborative work culture
Youth Care & Clinical Coordination
Participate in treatment planning and program development
Support admissions, transitions, and discharge planning
Collaborate with Social Worker, Child & Family Teams (CFT), probation, DCFS, DMH, schools, and community providers
Respond to behavioral crises and provide leadership during emergencies
Support trauma-informed interventions and behavioral stabilization practices
Quality Improvement & Administrative Functions
Assist in developing policies, procedures, and continuous quality improvement
initiatives
Review complaints, grievances, and program concerns
Support supply management and facility operations
Maintain organized administrative records and reports
Collaborate with the Executive Director regarding urgent operational matters
Minimum Qualifications
Education & Experience
One of the following:
Master’s degree in behavioral science or related field plus two years of experience in an
STRTP or agency serving children/youth; OR
Bachelor’s degree in behavioral science or related field plus at least three years of administrative or supervisory experience in a social services or STRTP setting.
Must reside within 30 minutes of facility; On Call
REQUIRED QUALIFICATIONS
Candidates MUST HAVE:
Current California STRTP Administrator Certification (REQUIRED)
Current Live Scan Clearance (REQUIRED)
Experience working in STRTP, group home, foster care, behavioral health, juvenile
justice, or youth residential treatment settings
Strong knowledge of trauma-informed care practices
Knowledge of Title 22 regulations and STRTP standards
Strong leadership, organizational, and crisis management skills
Excellent communication and documentation abilities
Ability to supervise staff and manage program operations independently

Preferred Qualifications
Experience with Los Angeles County STRTP programs
Experience with Medi-Cal or behavioral health documentation
Experience overseeing residential staff teams
Experience working with high-acuity adolescents and trauma-impacted youth
Proficiency with crisis intervention and de-escalation practices
